Starting a Charter School
An application to establish a new Board of Regents-authorized charter school in New York State may be submitted by one or more individuals who are teachers, parents, school administrators or community residents, under an open competitive RFP process as is set forth in NYS Education Law, Article 56 Charter Schools Act. The Board of Regents will only approve applications that clearly demonstrate a strong capacity for establishing and operating a high quality charter school. This standard requires a strong educational program, organizational plan, and financial plan, as well as clear evidence of the capacity of the founding group to implement the proposal and operate the school effectively.

CALL FOR LETTERS OF INTENT TO APPLY
ROUND 1 LOI DEADLINE:
The State Education Department has re-opened the portal for the applicant group submissions of a 2016 Round 2 Letter of Intent to Apply for a Charter School authorized by the Board of Regents to open for instruction in 2017. The 2016 RFP expresses the Board of Regents' continued interest in replicating high quality or promising school designs and authorizing innovative new schools, but eliminates specific replication eligibility criteria. The Department will recommend high quality applications submitted in Round 2 to the Board of Regents for action in November 2016.
Applications must be submitted via the Department’s online portal at http://nysed-cso.myreviewroom.com. Please see the 2016 Request for Proposals (RFP) and Application Kit and instructions for submission below.
Six of 11 Applicant Groups Advance to
The State Education Department invited all 11 applicant groups that submitted Letters of Intent to Apply for a Charter School in 2016 Round 1 of the new school application cycle were invited to submit a Full Application for review. All 11 applicant groups submitted Full Applications. Upon review, 6 of the 11 applicant groups were invited to a Capacity Interview. The Department’s Charter School Office will conduct these interviews over a two week period concluding May 12th.
