Starting a Charter School
An application to establish a new Board of Regents-authorized charter school in New York State may be submitted by one or more individuals who are teachers, parents, school administrators or community residents, under an open competitive RFP process as is set forth in NYS Education Law, Article 56 Charter Schools Act. The Board of Regents will only approve applications that clearly demonstrate a strong capacity for establishing and operating a high quality charter school. This standard requires a strong educational program, organizational plan, and financial plan, as well as clear evidence of the capacity of the founding group to implement the proposal and operate the school effectively.

The State Education Department announces the release of a draft 2015 Charter School Request for Proposals (RFP) and Application Kit (519KB) for applicant groups seeking to establish new charter schools authorized by the Board of Regents to open for instruction in 2016. The RFP also encourages existing Board of Regents-authorized education corporations with proven track records to replicate their successful school models and submit an application to operate additional charter schools.
Public comment regarding the draft 2015 Charter School RFP and Application Kit will be accepted through Friday, January 23, 2015. All comments will be reviewed and considered. Written comments may be submitted to email@example.com or by mail to Ms. Vickie Smith in the Charter School Office at 5N EB Mezzanine, Albany NY 12234.
The final draft of the 2015 RFP and Application Kit will be released on Monday, January 26, 2015. Interested applicants are encouraged to use the draft 2015 RFP and Application Kit for guidance purposes in preparation for submitting a letter of intent by February 10, 2015.

The State Education Department has updated the timeline (19 KB) for the submission of applications to establish charter schools in New York State authorized by the Board of Regents with a plan to open in 2016. In the soon-to-be-released 2015 Request for Proposals (RFP), the Department will provide two opportunities for applicants to submit new charter school applications. The timeline provides information regarding Round 1 of the competitive RFP process. The requirements and timelines for Round 2 will be posted in late spring.
Because the requirements and timeline for Round 2 are not yet determined, the Department recommends that any applicant group seeking to open a new charter school in 2016 apply in Round 1.
